Objectives

  • Tax Policy Development: The department develops and implements tax policies, including direct and indirect taxes, to ensure a stable and sustainable revenue stream for the Hirshabelle state.
  • Customs Duty Collection: Improving for collecting customs duties, import taxes, and other related fees to ensure compliance with international trade regulations.
  • Revenue Forecasting and Estimation: Developing annual estimates of revenue based on existing laws and policies, and consult with the Revenue Authority to ensure accurate projections.
  • Tax Compliance: Aim to increase and coordinate control over taxpayers, improve compliance, and maximize revenue yield to the government.
  • Revenue Sharing: Advising on revenue sharing with the Federal Government of Somalia (FSG) and general revenue relationships between different levels of government. Trade Facilitation and Regulation:
  • Trade Regulation: plays a vital role in regulating and facilitating international trade, ensuring compliance with customs laws and regulations.
  • Enforcement of Trade Controls: For enforcing import and export controls, preventing smuggling, and ensuring the protection of revenue.
  • Customs Modernization: strive to modernize customs procedures and processes to adapt to evolving trade dynamics and contribute to economic recovery.
  • Trade Facilitation: Département aim to enhance trade facilitation and economic competitiveness by streamlining processes and reducing trade barriers.
